Andre Raphael Mendez Shooting: Community Concern Rises
A late-night traffic stop in San Marcos, California, ended in tragedy on February 18, 2026, after an encounter between law enforcement and a 33-year-old man, identified as Andre Raphael Mendez, turned into a fatal officer-involved shooting. The incident has left many reflecting on the circumstances that led to such a devastating outcome.
According to the San Diego County Sheriff’s Department, the situation began shortly after 9 p.m. when a deputy initiated a traffic stop along North Twin Oaks Valley Road for a vehicle code violation. Inside the vehicle—a red Hyundai Sonata—were a 21-year-old woman who was driving and Mendez, who was seated as a passenger. During the stop, the deputy conducted routine checks on the vehicle’s registration, which reportedly raised concerns after discrepancies were found between the license plate, VIN, and Department of Motor Vehicles records. Visible damage to the steering column further heightened suspicions that the vehicle may have been stolen, prompting additional deputies to respond to the scene.
As backup units arrived, including a Palomar College Reserve Police officer, the situation began to intensify. Authorities report that Mendez became uncooperative, rolling up his window and not responding to repeated instructions from deputies. Moments later, he allegedly reached down toward the floorboard and retrieved a semiautomatic handgun. In response, deputies moved quickly to ensure safety, first removing the female driver from the vehicle without harm.
Officials say commands were repeatedly given for Mendez to drop the weapon, but he did not comply. In an effort to resolve the situation without lethal force, three deputies deployed tasers; however, these attempts were reportedly unsuccessful. According to investigators, the encounter escalated further when Mendez discharged his firearm from inside the vehicle.
Faced with an immediate threat, five deputies along with the reserve officer fired their weapons, striking Mendez. Deputies then removed him from the vehicle and began administering emergency aid in an effort to save his life. Despite those efforts, he was pronounced dead at the scene.
No deputies or bystanders were injured during the incident, and the female driver is reported to be safe and cooperating with authorities. As is standard in such cases, a thorough investigation is now underway. Officials will be reviewing body camera footage, gathering witness accounts, and examining forensic evidence to better understand the sequence of events.
